Hello IEM Schools Community,
We received encouraging news today that AB 1316 has moved into the Inactive File. This means that the bill will not move forward this year, but could be taken up in the next session in January 2022. The Assembly Members we have communicated with have acknowledged the incredible number of calls and letters they received in opposition to this bill. We believe this deafening cry provided the pressure on our representatives to realize the devastating effects that this bill would have. Thank you all for sharing your story.
It is our understanding that the bill moving into the Inactive File was part of a negotiation regarding language in the Governor’s Budget Trailer Bill. Among other new mandates, the Governor’s budget trailer bill includes provisions that would mandate “daily live interaction,” weekly synchronous instruction, expanded policies and written agreements, and other red tape for independent study and non-classroom based charter schools. Budget committees in both houses of the Legislature adopted “placeholder” language on point yesterday. This placeholder language is not publicly available and may be worse than what the Governor is proposing. We presume these issues will be ironed-out behind closed doors.
We will monitor the trailer bill closely and work with our advocacy associations to ensure that the legislators are clear on the impact of any new requirements that are included in the trailer bill. We will do our best to keep you informed of this rapidly changing situation.
